He served ten years on a medical insurance review board and was very active in maternity, unemployment compensation dispute representation, discipline systems development, benefits, pension, insurance programs, grievance and comprehensive benefits training programs development.

Mantione Consulted in the development of pioneering Labor-Management Committees in both private and public sectors to promote labor peace and aid in economic development. He also assisted with the inception of a Troubled Employee Referral Program (TERP - a forerunner of modern EAP programs). He also served on the Florida Labor Management Conference Steering Committee and was Chair of the Awards Committee.
